Organizational Structure of Grama Panchayat

 

​President:
The chief executive/head of the panchayat. Leads development activities and administrative measures.
​Vice President
Provides support in administrative activities and discharges administrative duties in the absence of the President.
​Standing Committees:
​Committees that control development, finance, health, and education.
​Development Standing Committee: Implements development projects. Aims at public welfare and infrastructure development.
​Finance Standing Committee: Controls the revenue and expenditure of the panchayat.
​Health and Education Standing Committee: Oversees health and educational activities.
​Welfare Standing Committee: Implements public welfare schemes. Focuses on social security and welfare activities.
​Other Sub-Committees
​Formed for activities in specific sectors to provide support for various projects.
​Administrative & Office Staff
​Panchayat Secretary: The chief administrative officer of the panchayat. Coordinates office operations, file processing, and general administration.
​Assistant Secretary: Assists in administrative and office operations. Coordinates Kudumbashree, welfare schemes, and manages Scheduled Caste (SC) development projects.
​Head Clerk: Handles daily office functions, file processing, and employee supervision.
​Head Accountant: Manages financial transactions, income-expenditure accounts, budget preparation, tax matters, and financial records.
​Senior Clerk: Coordinates office records, administrative procedures, section operations, and file verification.
​Clerk: Handles files and records. Manages tax collection, applications, office registers, and ward-level services.
​Office Attendant: Provides support for office operations, document dispatch, and general office maintenance.
​Summary of Key Components
​Grama Sabha: The general assembly of residents in the panchayat. Discusses development plans and public requirements to submit proposals.
​Grama Panchayat Committee: The governing body consisting of elected representatives.
​President & Vice President: Key political leaders of the panchayat who guide administrative actions.
